An active member is covered for the duration of his employment contract. The coverage includes the following:

  1. Php 100,000.00 for natural cause
  2. Php 200,00.00 for accidental cause
  3. PhP 20,000.00 will be received by legal heirs/ beneficiaries for the funeral expenses

Requirements for Death & Burial Benefit:

  1. Original Death Certificate. This must be authenticated by the Philippine Statistics Authority. Or it can be issued by the local civil registrar (LCR).
  2. Accident Report for death
  3. 2 valid IDs and 1 pc. ID picture of the claimant
  4. Any of the applicable documents certified by the local civil registrar or PSA:  
    • If the claimant is the spouse  then Marriage certificate is needed.
    • Birth certificate of OFW –in case the claimant is father or mother
    • Birth certificate of the child and death certificate of deceased spouse – if the claimant is the child
  5. Foreign Death Certificate for a person who died abroad including Airway Bill
  6. Consular Mortuary Certificate or No Objection Certificate
  7. Permit for Burial
  8. Receipt of funeral expenses
  9. Certificate of no marriage of OFW from PSA
  10. Affidavit of Undertaking executed by the claimant
  11. Police report if death is due to an accident

Welfare Assistance Program (WAP)

This program covers the following assistance to active or non-active members or their families not eligible under any of the existing 0wwa Social Benefit Programs and Services.

  1. Welfare Assistance Program (WAP) provides relief assistancefor those 0wwa members who were displaced due to calamity situations.
  2. In case of natural disasters, it provides calamity assistance.
  3. OWWA dole akap members can get medical assistance in case of an injury caused by accidents/crimes.
  4. Bereavement Assistance is also provided for the families of deceased OWWA members.

Medplus/Supplemental Medical Assistance for OFWs

This health relief is for OFWs those are sufferng in hospitals. It includes Php 50,000.00 per member. Supplemental medical relief is for the filipino workers who belong to these categories:

  • PhilHealth member
  • Active OWWA members

Requirements for Medplus: 

  1. MEDplus application form;
  2. Copy of PhilHealth BPN. Benefit Payment Notice/BPN is a report of actual payments made by PhilHealth relative to one’s confinement/availment.
  3. One (1) copy of passport-size picture.
  4. Membership record/ Proof of membership contribution
  5. Duly notarized Special Power of Attorney executed by the OFW, if the he/she is abroad and filer-claimant is the next-of-kin
  6. If the OFW is deceased then provide PSA authenticated death certificate of deceased OFW and marriage contract or birth certificate of NOK-claimant.

Disability and Dismemberment Benefit

OFWs can avail dole akap benefits regarding disability and dismemberment cases:

  1. Up to php 100,000.00 for accident-related injuries
  2. Dismemberment benefits of up to a maximum of PhP 50,000.00 for partial disability
  3. Peso 100,000.00 in case of total permanent disability

(B) Dole akap Welfare Programs for the Pinoy ofw

In-Country Assistance extended to OFWs/families at the home front:

  1. Post-repatriation assistance
  2. Counseling
  3. Requests from families and next-of-kins for assistance from OWWA overseas posts
  4. Temporary shelter at Halfway House
  5. Transportation allowance to their provinces
  6.  Stress Debriefing/
  7.  Referral

(C) Education and Training Programs for OFWs

Scholarship Participitaing institutions and selection board select an owwa member or his/her duly designated beneficiary for scholarship programs. Pre-Departure Education Program

Country-Specific Pre-Departure Orientation Seminar (PDOS)

This Seminar spans for one day and it is compulsory. It is attended by all workers (all skills) prior to their deployment abroad. It covers information regarding the following matters:

  1. Airport procedures
  2. Employment contract information
  3. Health and safety measures while working abroad
  4. Basic information about country of destination
  5. Financial literacy
  6. Government programs
  7. OFWs’ life abroad

Comprehensive Pre-Departure Education Program (CPDEP)

This is four or six-day orientation seminar attended by Domestic Workers. DWs are guided about  foreign country language training, anxiety management, and basic information about the culture and traditions of the foreign country.

Training Programs For Filipino Seafarers

Seafarer’s Upgrading Program (SUP)

The Seafarers’ Upgrading Program provides Job-related training assistance for upgrading courses. This course program upgrades the skills of Filipino seafarers. You can avail a maximum of Php7, 500.00 training assistance.

 Requirements for Seafarer’s Upgrading Program (SUP)
  1. Proof that you have OWWA membership
  2. Duly filled Application Form
  3. 2”x2” photo (2 copies)
  4. Seafarer’s Identification
  5. Seafarer’s Record Book and/or Passport

 Mariner’s Dugtong Aral (Bridging) Program

Seafarers who are graduates of BS Mechanical Engineering (BSME) and BS Electrical Engineering (BSEE) who wish to pursue BSMarine Engineering (BSMarE) course can avail this Mariner’s Dugtong Aral (Bridging) Program.The order of priority is as follows:

  1. OFW-seafarers who are active members of OWWA
  2. Immediate dependents/beneficiaries of OFWs, both land-based and sea-based, who are active or former members of OWWA
  3. Next-of-kin of OFWs up to the first degree of consanguinity.
Requirements For Mariner’s Dugtong Aral (Bridging) Program 
  1.  Birth Certificate
  2. Proof of Relation to the OFW
  3. Transcript of Records
  4. Declaration of no current and pending application for scholarship with OWWA and other NGOs/NGAs

Scholarships For Dependents

Education for Development Scholarship Program (EDSP)

The Education for Development Scholarship Program is an educational assistance offered to qualified dependents of active OWWA members who intend to pursue a 4-5 year baccalaureate course in any preferred colleges/universities. The financial assistance consists of a maximum of PhP 60,000.00 per school year leading to a four-to-five year baccalaureate course. 

Requirements for Development Scholarship Program (EDSP). 
  1. 2 Copies of duly filled Form
  2. 2×2 ID Photos (2 copies)
  3. Birth Certificate. It must be authenticated by PSA.
  4. Good character certificate
  5. Form 137 for incoming first-year college
  6. Transcript of Records or Certificate of Grades for those already enrolled in college
  7. Certification from the principal that the applicant obtained a GWA of 80% and that he/she belongs to the top 20% of the graduating class
Qualifications for incoming freshmen
  1. The dependent-applicant must be single and not be more than 21 years old.
  2. At the time of application, OFW member must have an active membership with OWWA.
  3. Applicant must have an average grade of at least 80% and belongs to the upper 20% of the graduating class.
  4. Candidate must pass the qualifying examination conducted by DOST and belongs to the top 400 examination passer. 
Qualifications for those who are already enrolled
  1. Must be Single
  2. Age not more than 30 years old
  3. With a general weighted average not lower than B letter grade or 85% equivalent in all academic and non-academic subjects during the last school year attended in full load

OFW Dependent Scholarship Program (OFW SP/ OFWDP)

This coverseducational assistance of a maximum of PhP 20,000.00 per school year to qualified dependent of an active OWWA member whose salary is not more than US$600.00 or whose active OFW-member parents receive a monthly salary of not more than USD 400.00.

Requirements for OFW Dependent Scholarship Program
  1. Accomplished Application Form (2 copies)
  2. 2×2 ID Photos (2 copies)
  3. Proof of relationship to OWWA member (e.g PSA or Local Civil Registry (LCR)-authenticated birth certificate and
  4. Certificate of no marriage if OFW is single
  5. Good character certificate issued by the institute
  6. Form 137 for incoming first-year college or Transcript of Records or Certificate of Grades for those already enrolled in college
  7. Medical certificate
  8. Clearance from any DOH accredited hospital/center/clinic
  9. Fully accomplished original copy of the Scholarship Agreement
 Skills-for-Employment Scholarship Program (SESP)

The Skills for Employment Scholarship Program is an educational training assistance program. It helps OFWs or their dependents to develop and increase vocational and technical skills. The coverage of this program is a maximum of PhP 14,500.00.

 Education and Livelihood Assistance Program (ELA)

Education assistance for survivors of a deceased OFW consisting of the following sums:

  1. PhP 5,000.00 for elementary,
  2. PhP 8,000.00 for high school
  3. Php10,000.00 for college per school year
  4. Livelihood assistance up to Php 15,000.00 to the surviving spouse

 Educational Livelihood Assistance Program (ELAP)

Scholarship for the dependents of OFWs who were active OWWA members at the time of death, including convicted OFWs facing death penalty in host country. Only one child, usually the eldest child of member-OFW is given scholarship grant.

  1. php 5,000  allowance for elementary
  2. php 8,000.00  allowance for high school
  3. php 10,000.00  allowance for college
  4. Livelihood assistance for the surviving heir would be php 15,000.00 

(D) Repatriation Assistance Program

Repatriation means bringing distressed workers back to the Philippines. This also includes bringing back of human remains.This includes the following services:

  1. Assistance at airport
  2. Psycho-social counseling
  3. Stress relieving
  4. Transport services
  5. Temporary shelter at the OWWA Halfway House

(E) Reintegration Program

The Reintegration covers two major components:

  1. Economic
  2. Psycho-social components

The psycho social components includes the following services:

  1. Community organizing program
  2. Counseling of ofws families
  3. Organizing of OFW family circles
  4. Training on capacity building
  5. Social counseling
  6. Stress debriefing

The economic component includes:

  1. Community based projects
  2. Livelihood projects
  3. Skills training
  4. Lending money

    • Claiming a job is not listed among the benefits of Dole Akap. However, If you are OFW then your children can benefit from this program by applying on scholarship programs, etc.

    • You will be notified by government officials by email. You can send a reminder letter to the office. It will be nice in this regard. Basically, DOLE AKAP works on the basis of the 25$ funds raised from each member. They raise funds in this way and help out the needy person. Anyhow, this program has minimum scope.
